As far as I'm aware under Linux it wakes up, checks if a tick should occur, if not it goes back to sleep. Rinse and repeat everytime a frame occurs. You'd gain "smoothness", and as far as I know there's no penalty for this under Linux (Thinking back to EP1 CS:S). Windows is a different story. They locked Server FPS to the tickrate under OrangeBox.
