fps_max is 300 for clients. Because having an fps_max of 66 would limit
rendering, and hence it'd feel more choppy. Also, the client does things on
"non-tick" frames unlike the server.

On a server you're wasting CPU, because you don't render, and don't do
anything on non-tick frames.
