Oh and a great thing that came to my mind: You can not add new maps without *restarting* the server.
Correct me if I'm wrong, but this is how I currently see it: If gamemodes.txt is not updated at least on mapchange, that means that mapgroups are not updated either. Combine that with the wonderful matchmaking/connect bugs and you have to fully exit your server just to add a new map into the pool. Can't do it while the server is running because connecting is impossible on maps that are not in a mapgroup. This is a huge step backwards.
