Im also going to re-highlight someone elses response below, which you seemed to misunderstand or mis-read the advice. Notice on the sv_downloadurl path he has appended the /csgo/ directory. You originally stated you had not set this. Given your map file is nested withing a /CSGO/csgo/maps/ directory, you would be wise to set the corrected sv_downloadurl as Marcus stated. Remember the server must be restarted if you are editing this file as presently it will not be re-read until you do (annoying, I know).
