Finally I've found the problem in loading custom maps in CSGO servers.
I've been making a map, and when you start CSGO with -stringtables to
save the stringtables dictionary to BSP file, later the server won't let
the client download the map, so the solution to load custom maps is to
not have the stringtables dictionary built to them, just ignore the
warning about having maps being distributed without stringtables until
Valve fixes the problem

failed download attempts in the case of de_nuke_ve.

I think there is some kind of problem with de_nuke_ve a lot of custom maps
works fine for me, but de_nuke_ve just doesn't download.

I'm also going to re-highlight someone else's response below, which
you seemed to misunderstand or mis-read the advice. Notice on the
'sv_downloadurl' path he has appended the "/csgo/" directory. You
originally stated you had not set this. Given your map file is nested
withing a /CSGO/csgo/maps/ directory, you would be wise to set the
corrected sv_downloadurl as Marcus stated.
Ø CORRECT: sv_downloadurl
"http://redirect.immortal-servers.com:8000/CSGO/csgo/";
Ø WRONG: sv_downloadurl "http://redirect.immortal-servers.com:8000/CSGO/";
I haven't yet spotted anything wrong with your "gamemodes_server.txt"
after a quick read through. Remember the server must be restarted if
you are editing this file as presently it will not be re-read until
you do (annoying, I know).

i have tried editing the gamemodes_server.txt and the map still wont
load, still says the same thing about the map groups. this is my in
the attachment. its not simple at all. driving me crazy.
