Exactly, no need for a blacklist.

My idea: If players would be able to "rate" new maps ingame, kinda like a
small survey (map evaluation questionnaire)  at map-end or after they
leave, for a small period of time while the maps is new in workshop. This
could trigger an automated system that removes the map from the workshop
(or 'disables' it) and notifies the creator/uploader about the issues.

This way broken maps would be disabled and corrected, good maps would get
their earned positive feedback. Maybe even integrate results from those
surveys into the workshop. Fair on all sides.

That solves the issue of a black list other wise it doesn't matter what map
they go to the admins not there to care because the server is empty.
