If you have a "specially modded" server, just disable that convar and use a
collection to cycle it through maps you want the server to play?

The opposite is true. It makes more sense for one server operator to
blacklist a map from his own specially modded server instead of having a
map get blacklisted for the entire community just because it doesn't work
on a few special servers or because a few players trolled the blacklist
system.
