I'm assuming he doesn't, too...but I couldn't give you a legal citation
for it...
One would ASSUME that if the president (ANY president) issued a pardon
for himself while still in office, he'd be suspected of such vile
offense(s) that his impeachment by the House and trial by the Senate
would be a forgone conclusion...the Senate trial is NOT a criminal trial,
so a Presidential pardon (whether issued for oneself or not) wouldn't
apply...it would only conceivably apply to an criminal proceedings which
were contemplated after the president left office...

If Gore issued a pardon, he'd have to do it before the election...
meaning, he comes to office upon Clinton being removed from office by the
Senate...as I stated, a pardon would only apply in a criminal matter,
which the Senate trial is not...
