As to breaking a tie on the matter of "guilty" or "not guilty," this would be
mathematically unnecessary since a guilty verdict requires a 2/3 majority.
Assuming that 100 Senators are present, 67 or more yes votes would constitute
a conviction while 66 or fewer yes votes would go as a not quilty verdict and
34 or more no votes would also equal not quilty. Here's another question....
Are all Senators required to be in attendence at the vote? I do know that all
votes will be recorded on the record. There will be no voice vote, no
"presents" and no secret ballot, but I haven't heard how many have to be
present. Just wondering if any of them will try calling in sick that day.
I also heard that Al Gore thought that he would be around to cast tie breakers
on other issues such as adjournment, and said so publicly, but was told
quickly by the Democrats to butt out. Another point is that the Chief Justice
would actually be the presiding officer in a Senate trial, which would make
the Vice President (Senate President) redundant, or so I would think.
