But what if the president hasn't been impeached, but accused of some
criminal wrong-doing...does he have the right to issue himself a pardon?
My answer to THAT possibility is that perhaps he DOES have that right --
but one would assume that if he exercised such a right, he may indeed
avoid a criminal prosecution, but one would suspect that impeachment
procedures would commence forthwith...
