Yes, and AFAIK this is a ctwm bug.  Luckily, I don't like RaiseDelay anyway.

Why does it bother you?  I've seen this problem as well (tho recently
it seems to have somehow disappeared, or I've learned to ignore it), but
it's only cosmetic (in my experience): the gnome-session-manager sits
there waiting for something, but the rest is fully functional, so all
you have to do is ignore the gnome-session-manager window until it
disappears, or iconify it.
