Home Depot doesn't carry anything for testing signal strength. I used to be a cable 
guy. If you do find someone with a signal level meter (SLM) you will need to call 
charter and find out what frequency the downstream signal is. Something you may want 
to try first though is hook the modem straight to the drop comming into your house 
then if that works make sure your cable modem is comming off of the first splitter 
when you re connect your TV sets. You might also charter and see if any of them can 
give you the address to the modems internal diagnostic page. It can tell you if you 
are getting a downstream connection because the problem could be on the reverse path 
back to charter. If it is it is there problem because it has nothing to do with your 
operating system. The customer service person that you get may or may not know about 
this but, there is one and it depends on the make of your modem. I may have that 
number at home but wouldn't know it off hand.
