There is currently being built a huge ships for rich folks to escape
national taxation. A recent article in either the Guardian or the Observer
of London refers for those interested in the spec: apparently it is to be
something like a mile long, and will hardly notice even big storms.

It sounds like hell, but what was interesting is that the owners get to
choose the flag under which they fly, in their case a low-tax jurisdiction.
Thereafter the captain is the boss, responsible only to the owners.

A floating range could work the system to its own advantage, flying the flag
of a country with rational firearms legislation though also, one hopes, with
strict shipping safety laws.

Open air shooting could be catered for on the deck, and the safety zone
could be miles. A few resident gunsmiths and shops would be handy, but
financing this would be tricky.

The article on the taxation lifeboat (why do those most able to pay tax
resent doing so the most?) mentioned it will need a strong security force,
as the residents would be prime targets for piracy and terrorism. One
assumes the floating shooting palace would be able to take care of itself.

Flying the flag of Switzerland could be a bit weird, as they are a
land-locked country with no navy to speak of!

The only country with halfway decent gun laws that fits the bill
I think is the Phillippines, which also has the highest rate of
piracy in the world!

The main question is where would your moor it, as it has to be
close enough to civilisation to get to but far enough away not to
be bothered by it.
