Actually they aren't, it's a grave accent and an apostrophe. Correct single quotes would be ‘%s’. In the German translation I actually use the correct ones for German (‚%s‘). (*) I don't want to imply that we should change this though. Translators are free to handle this if they want, as they may diverge from the lowercase spellings. Have a look at the attached image using Times New Roman to see the difference.
