No, it is disabled by default.
There was a bug in legacy preset update infrastructure, which resulted in
Deflicker enabled by default. Fixed in commit
243dfeaa148051db826e71b3c38a4eb5a24ac947

No, It doesn't matter to what it is applied. It will work on single images.

No, it affect any output - export, thumbnail, preview, etc for any image
that has exposure iop enabled with enabled Deflicker.

Not exactly. I'll do blog post with details about it when it will be more

In short, it works on each image separately

WARNING: NOTE: you can not really use current implementation of Deflicker
on timelapses *currently* because each shot must be opened in darkroom in
order to recalculate exposure correction for this image.
However this is mostly fixed in my local branch, and hopefully will soon be
available in master.
