I vote Y, FD (with the remark that Y doesn't make a decision on "does debian want to change the default on upgrades" but just "libpam-systemd dependencies is not the appropriate mechanismn to do it" - the other question is not at the ctte, and I hope that we as Debian manage to find a way to settle this question less painful then some of the other things we currently have / had).
