Mmmh, the syntax seems correct. As an alternative, rather than
entering the console parameters at the boot prompt, you could also try
to add it to the elilo.conf file:
image=...
initrd=...
root=
append="console=ttyS0,9600n8"
I don't know for rx4640, but I also had to set input/output/error
console to PcAnsi (IIRC) terminal in EFI with zx6000.
