Does the order in which the rules are listed matter?

IOW, 
If I have:


DSBL            HOLD
ORDB            HOLD
OSDUL           HOLD
OSFORM          HOLD
OSLIST          HOLD
OSRELAY         HOLD
OSSMART         HOLD
OSSOFT          HOLD
OSSRC           HOLD
SPAMCOP         HOLD

KFILE           BOUNCE


And a message comes in that matches DSBL AND KFILE then will DSBL Hold
the message before the kill?
