OK, in that case E-mail failing the KFILE test should bounce, unless the
E-mail also fails other test(s) that have an action with a higher priority
(such as HOLD).

HOLD takes priority over BOUNCE (since it is a "worse" action). So if an
E-mail fails both DSBL and KFILE, HOLD will take priority (no matter what
the order of the tests is).
