the basic idea is that the permission assigned to an item is stronger
than the permission assigned to a collection as a whole.

let's say i share collection A to you read-only. you then want to copy
an item into collection B which you own or otherwise have read-write
access to. even after copying the item into B, you'd still only have
read-only access to it, even though you have read-write to everything
else in B.

Maybe I'm confused, but how is this going to work with anonymous (ticket-based) access? I can see this working if everyone is required to have an account on cosmo, but if I access an item with different tickets there is no way to determine that I only have RO access to an item.
