Let’s try this another way. 

If there was a well implemented visual indicator that users relied on for 
trust, and ID verification was low cost, fast and accessible, more website 
owners would be more likely to want that visual indicator - especially if their 
customers asked them why they didn’t have it.

We saw this from our research - crypto exchanges and wallets were being 
requested by their customers to seek verification. It can work.
