I'm not sure, but I see no need for this distinction. A footnote citation is just a citation. Indeed, the new internal citation coding understands a footnoted citation as a footnote *within* a citation, rather than vice versa.
And I don't think we should think in terms of allowing users to insert individual references; rather, they should (at least at some point) be able to insert citation that do not display in the text. In BibTeX, it's the nocite command.
