I see. It does seem like the machinery in place for GSoC @ ASF should be easily replicated and invoked for Outreachy. Is there a disparity?
Another idea would be to gather opt-in contacts for a distribution list, perhaps? Then those contacts (hopefully a lot of PMC) could drive their project's involvement, according to their project's expectations (sending/forwarding emails as appropriate, etc). This is basically the heavyweight grassroots approach, which does seem like a bit much for a foundation-wide endeavor.
