The understanding between Docs and Authors is that Authors focuses on (2) 
and Docs on (1). Having said that, it would be bad for Docs to completely 
remove (2). Some people looking to contribute will start at Docs.

So, I'd say "mostly (1) but a little bit of (2)". And I think that this is 
pretty much the way the page is organized right now.

The purpose of this separation was so each page could cater better to each 
audience. The old docs page made it very hard for people to find 
documentation. I think that this distinction has allowed Scott and Gerry 
to significantly improve the Docs page, compared to when I first joined 
OOo.
