The understanding between Docs and Authors is that Authors focuses on (2) and Docs on (1). Having said that, it would be bad for Docs to completely remove (2). Some people looking to contribute will start at Docs.
So, I'd say "mostly (1) but a little bit of (2)". And I think that this is pretty much the way the page is organized right now.
The purpose of this separation was so each page could cater better to each audience. The old docs page made it very hard for people to find documentation. I think that this distinction has allowed Scott and Gerry to significantly improve the Docs page, compared to when I first joined OOo.
Yes, I agree the page is much better the way it's organised now than it was some time ago, so my suggestions are more in the nature of tweaks than major overhauls.
For example, based on what you've said here, perhaps (2) should point to Authors as well as elsewhere on Docs? AFAICT it doesn't at the moment.
I'm also wondering if the list labelled "Native Language Projects" could be renamed (or the explanation reworded a bit).
