From an admin standpoint, the category name does not matter so much as
long as it is known. Having FR/Documentation or Documentation/FR does
not matter so much from a technical point of view.
I agree with you that the FR/Documentation is more logical since it also
reflects the sub-page structure you are using on the French part of the
Wiki. If I was to choose, I would go with the FR/Documentation category
structure.
