I fully support the graduation of Apache HertzBeat to become a Top-Level 
Project (TLP). After reviewing the community's progress and achievements, I 
believe we are indeed ready for this important milestone.

The evidence speaks for itself:

**Strong Community Foundation**: With 271+ contributors, 9 committed 
committers, and 13 PPMC members, we have built a robust and diverse community. 
The recent additions of new PPMC members and committers demonstrate our healthy 
growth and active contributor pipeline.

**Proven Release Management**: Our community has successfully delivered 4 
releases since entering incubation, with multiple release managers who are 
well-versed in Apache processes. This demonstrates our operational maturity and 
ability to maintain consistent delivery cycles.

**Active Community Engagement**: The high level of activity on GitHub issues 
and pull requests, combined with our monthly community meetings that attract 
newcomers interested in the project, shows a vibrant and growing ecosystem. 
This organic growth is a strong indicator of project health.

**Apache Way Adoption**: Most importantly, we have embraced The Apache Way in 
our community interactions and governance. Our documented 
contributor-to-committer process and commitment to transparent, merit-based 
decision-making align perfectly with Apache's values.

**Technical Maturity**: HertzBeat has established itself as a valuable 
monitoring and observability platform with a clear value proposition, stable 
architecture, and growing user base.

The combination of technical excellence, community vitality, operational 
competence, and cultural alignment with Apache principles makes a compelling 
case for graduation. I'm confident that HertzBeat will continue to thrive as a 
TLP and contribute meaningfully to the broader Apache ecosystem.
