Hello HertzBeat Mentors, PPMCs, and Community,

As you know, Apache HertzBeat (incubating) entered the Apache Incubator on
April 5, 2024. After more than a year of incubation and development,
HertzBeat has grown into a vibrant and healthy community, with 271+
contributors and a growing user base.
This progress and community vitality were recently recognized by another
Apache Incubator mentor,
https://lists.apache.org/thread/pk1vxfgtm8j0t2mttdfrcg98o2g1tk92

I’d like to initiate a discussion regarding the graduation of Apache
HertzBeat from the Apache Incubator to become a Top-Level Project (TLP).
