I am delighted to witness the remarkable progress Apache HertzBeat has made
during incubation and wholeheartedly support its graduation as a Top-Level
Project (TLP). Having observed the project’s growth and achievements, I
firmly believe HertzBeat has demonstrated the maturity and potential
required for TLP status.

The following points highlight its readiness:

1. Vibrant and Diverse Community
   With 270+ contributors, 9 committers, and 13 PPMC members, the project
has fostered an inclusive and sustainable ecosystem. The steady onboarding
of new contributors and their progression to committers reflects a healthy,
meritocratic culture.

2. Open and Transparent Collaboration
   Regular community meetings, active GitHub discussions, and
well-documented governance exemplify the "Community Over Code" principle.
This culture ensures the project’s long-term resilience.

3. Clear Technical Value and Adoption
   As an innovative monitoring solution, HertzBeat’s architecture and
growing user base validate its technical merit. Integrations with other ASF
projects further amplify its impact within the ecosystem.


My sincere thanks to the mentors and every contributor—your dedication has
brought HertzBeat this far. I am confident in its future as a TLP and look
forward to celebrating this milestone!
