Hello Tom and HertzBeat Community,  

I wholeheartedly support Apache HertzBeat's promotion to a Top-Level Project 
(TLP). Since HertzBeat joined the Apache Incubator in April 2024, we have been 
dedicated to making it better. Having witnessed the project's evolution during 
the incubation period, I am convinced that we have met all the criteria for 
this crucial milestone. Currently, HertzBeat has demonstrated the following 
characteristics:  
**Growth and Diversity**: More than 271 contributors, 9 dedicated committers, 
and 13 PPMC members form a thriving ecosystem. Recent additions of committers 
(e.g., Lixin Diao, Kang Li) and PPMC members (e.g., Tianyou Liu, Shenghang 
Zhang) confirm our sustainable development.  
**Active Engagement**: Sustained GitHub issue/PR activities and monthly 
community meetings attract new contributors, reflecting its organic vitality.  
**Excellent Release Management**: Four successful releases (from 1.6.0 to 
1.7.1-incubating) have been delivered since incubation, with 1.7.2-incubating 
currently under voting. Multiple release managers have demonstrated proficiency 
in ASF processes.  
**Rigorous Governance System**: The documented contributor-to-committer 
promotion mechanism and transparent merit-based decision-making fully embody 
Apache's values.  
**Platform Value**: As an agentless real-time monitoring solution, HertzBeat 
provides clear value with its stable architecture and growing adoption.  
**Integration with Apache Principles**: Verified during the incubation period, 
the project's seamless collaboration with ASF projects (e.g., Arrow, Maven) and 
adherence to the "Community Over Code" principle have been fully demonstrated.  

The endorsement from mentors (reference materials) highlights our readiness.  

HertzBeat's technical advantages, community health, and operational discipline 
position it to excel as a TLP. I call on the community to advance the 
graduation process.
