Dear Tom and the Apache HertzBeat Community,

I am delighted to witness the significant progress and achievements Apache 
HertzBeat has made during its incubation period. The project has fostered an 
open, friendly, and active community, attracting over 270 contributors, 9 
Committers, and 13 PPMC members.

During incubation, HertzBeat delivered three high-quality releases (1.6.0, 
1.7.0, and 1.7.1), with the 1.7.2 release currently undergoing voting.

I believe HertzBeat has fully met the maturity criteria required for 
incubation. This is demonstrated by:

*   Strong community diversity (270+ contributors)
*   Resilient governance processes, demonstrated by regular meetings and 
structured voting,
*   A tangible implementation of the Apache Way

Collectively, these elements confirm the project's capability for independent 
operation.

As a deeply involved participant, I have observed the community consistently 
prioritizing the core principle of "Community Over Code"—the very essence of 
Apache Top-Level Projects (TLP).

Therefore, I wholeheartedly and firmly support HertzBeat's graduation as a TLP, 
and eagerly anticipate its leadership in driving sustained innovation within 
the area of open-source monitoring at the TLP stage.
