OpenOffice.org, as a project, requires a lot of extra time from language
teams. It's complex, and it takes a long time just to work out how it
functions, much less work through all its procedures.
So that leaves you with even less resources. I would much rather be
translating than trying (still) to work through the QA processes for
2.1. At this rate, I'll be lucky if we get in an update for 2.2 at all.

I understand your point. Of course for a small team it would be an
additional effort to also do the QA approval. OTOH the plan is to have
full builds for _all_ languages in the long term. The proposal is only
meant to be active until the required resources to provide all builds
are available. And the language-packs for vi-VN will still be built as
before, so there is nothing you lose. Therefore I hope the proposed
solution is acceptable for you.
