Isn't there? I mean the mechanism for using the extension is not
implemented in the previous versions, so they wouldn't work, right?
If indeed any mechanisms necessary to use such dictionary extensions
first appeared in OOo 2.3, then the dependency would be correct. I do
not know; I just assumed the example description.xml had been taken from
an unrelated extension, and wanted to point out this detail.
