If indeed any mechanisms necessary to use such dictionary extensions
first appeared in OOo 2.3, then the dependency would be correct. I do
not know; I just assumed the example description.xml had been taken from
an unrelated extension, and wanted to point out this detail.
From what I gather from reading the wiki, it's supported starting from
3.x, so you were partly right: simple copy-and-paste is the best way of
introducing bugs :/
