No, Updater 2 just includes all of the updates from 1. If you have a clean
install you don't have to install 1 then 2, just install 2.

Eh? You've got me confused now. If that is exactly what it does then there's
no need for updater 2 as updater 1 will have automagically retrieved the
updates that updater 2 purports to supply. My brain needs help here.
