I've outsourced work to people in India, Pakistan, Nepal, USA, Bulgaria and Ukraine. And more exotic places like Bath, Crewe, Birmingham etc of course ;-)
The main thing you have to bear in mind with overseas developers is the amount of time it will take to communicate with them. You can avoid a nightmare but only if you do plenty of spec'ing up front, then split work into small chunks and get regular updates. Also, you have to read and re-read every message you send them, because if there's even the remotest chance they can get the wrong end of the stick, they will. There's a general rule of thumb that says managing 1 direct report takes 1 day a week - I'd say with this type of setup it's nearer 2. You/your friend will probably still save money, but...
