Thinking about this, it feels like there are good and bad in each country, so what you need to do is go by past reputation.
Can you get a history on the people you are about to deal with? Hence my suggesting rentacoder. Do they keep ratings of programmers? I have worked with programmers both good and bad, and country of origin certainly _does not_ say who will be good or bad.
