I suggest extending the idea so the database will also contain sub-projects and activities in the marketing project that are waiting for volunteers. Maybe it could in fact be a project management tool that kept track of the status of all sub-projects and activities and kept an overview of who's currently doing what. Maybe a web-based tool suitable for this already exists as an open source product...I guess i does...

Any volunteers to find out?

John

SourceForge has more than 200 projects in the category "Project Management". I'll try to dive a step deeper into it.

Where could this thing be hosted? CollabNet?

Are there any technical limitations or preferred/not so preferred technonogies? A lot of these tools are PHP-based, but there are also some Java-based. Personally I think a Java-based tool would be a better choice.

Someone also mentioned the OOoPM project, but I don't think this project is far enough yet, and besides I don't think it's web-based.
