SourceForge has more than 200 projects in the category "Project
Management". I'll try to dive a step deeper into it.
Where could this thing be hosted? CollabNet?
Are there any technical limitations or preferred/not so preferred
technonogies? A lot of these tools are PHP-based, but there are also
some Java-based. Personally I think a Java-based tool would be a better
choice.
Someone also mentioned the OOoPM project, but I don't think this project
is far enough yet, and besides I don't think it's web-based.
