SourceForge has more than 200 projects in the category "Project Management". I'll try to dive a step deeper into it.

There is also the for-fee Projity, which was just released. It's on- demand, which means, i guess, web-based.

That's one possibility, but not quite know what you mean. Do you mean on this site? CN also offers minimally managed and fairly cheap hosting for open-source project work.


Are there any technical limitations or preferred/not so preferred technonogies? A lot of these tools are PHP-based, but there are also some Java-based. Personally I think a Java-based tool would be a better choice.

Agreed... or even a classpath based one :-)


Someone also mentioned the OOoPM project, but I don't think this project is far enough yet, and besides I don't think it's web-based.

Why not highlight the need for such a project? Look this is the Marketing Project: if you think this or that project needs greater visibility, then let's raise it :-) I'm always agreeable to promoting the work done by OOo projects.
