For college newspapers (in the US), I found the following introductory article 
today:

It gives a summary of the marketplace for ads in college and university 
newspapers, and links to three companies that specialize in placing ads in 
these papers (so you don't have to get in touch with 500 newspapers yourself). 
The three they mention are:

- Alloy Media + Marketing at www.alloymarketing.com
- Campus Media Group at www.campusmediagroup.com
- Y2M/College Publisher at www.y2m.com

Hopefully this is a good starting point for the higher education sector!
