Primavera's project management tools are good examples of such tools but 
as you mention they are expensive. 

Do you think a free (no cost) project management tool is what could turn

We have to look at PMBOK and get the best ideas from it. But to start 
building the system we may concentrate on the essential parts and then 
build the other modules later. I think it will take too long time to get 
a beta version running if we should put all the steps of the PMBOK in OOPM 
from the start. A running beta will attract more ressources to the 
project.

Both is important. When we have the design in place you could start 
writing documentation. You don't have to wait to OOPM is actually running 
because that documentation could be used as some of the design documents.

As I mentioned in other replies I am gathering a wish list which the 
requirement specification could use as a base.
