yes, I've used that service before, but for a small project. It can display all the keys from existing properties and show them in a page. There are also connections to SVN that makes it easy to sync and push changes into the repository, without the translators having to know SVN, maven etc.
Oops, I forgot about the FOSS free license. Though they mention OSI-approved... Last I checked OPL wasn't OSI-approved<https://answers.openmrs.org/questions/81/why-hasnt-the-openmrs-public-license-been-approved-by-the-osi> .
