Yes, "wiki.services.openoffice.org" would be the place. What would like to see is a solution which works for those who want to write in the wiki and for those who want to use the template.

So, the OOo Wiki should learn to handle mime types such as ODF, ODT, PDF, ODS, OTT, etc...

Transforming the template to the wiki would be the first step. But we need to address two other pain point to. Search and editing.

Currently it is very hard to get an overview of what is documented and what's not.

The other pain point the wiki editing itself. A Rich Text Editor (http://meta.wikimedia.org/wiki/FCKeditor) would really lower the barrier to create Wiki content. Especially, if you create complex tables the mixing code and content works not very well.
