I can confirm the behavior you described with MacAqua m245 and also Mac
X11 2.3.1 build:
Activate a percentage formated cell with one click - all OK
Activate a percentage formated cell with doubleclick for direct input -
wrong number as described
This has nothing to do with
http://qa.openoffice.org/issues/show_bug.cgi?id=83968 - please file a
new issue for that.
