Thanks for telling me that.

I can't find the specification, so I'm not sure if this is a bug or not. On the 
common user's side, it may be a bug, but on the developer's side, maybe we need 
it act as this. 

After consult this issue here, I file it into the issuetracker. Personally, I 
think maybe better act as common user's expectation.

What do you think about it? Should we raise a enhancement for it?

No, this is how the percentage data type functions:
1. If you click into the cell, you are entering percentages, i.e. 12.85
will be 12.85%.
2. If you DOUBLE CLICK into the cell, you are entering raw numbers, i.e.
12.85 will be 1285%.
Thus this functions as designs and I have closed the issue as Invalid.
