Hi,
this really works as designed and in the same way like another well
known spreadsheet application. If you single click on a cell which is
preformatted as percent and type a number (e.g. 12.85) you will see
that the percent sign is already added to your input. So you really
enter 12.85%. But if you doubleclick the cell you won't get the
percentsign added automatically, so your input of 12.85 will be
correctly formatted to 1285.00%.

Since I have MSDN access to the latest version of that well known
spreadsheet, I will confirm this action. If it is not so, we need to
change the way that percentage cells function in Calc. If the
functionality is as you state, then we need to document it in the help
files and any other documentation. The issue submitted by zhulihua will
remain open in either situation.
