1) The folks on the original proposal are the first PMC members and the PMC decides as a group who should become a committer via a discussion and a vote on the private mailing list. The same is true for adding PMC members.
2) I don't believe that all mentors are required to sign off on the podling report, but I'm not exactly sure. At any rate, mentors need to sign off by Tue, 10 January. 3) I think the shepherds are folks from the IPMC and their reviews are due to Sun, 8 January. The mentors are all the folks in the list above the notes. The section in the report that you highlighted is for notes only. The top of the report indicates the due dates for various events. I will be attending the board meeting on Wed, 18 January so I will be present to answer questions.
