Rollback to 10.3.2 didn't work as below two cases have a Lucene 10.4
dependency:

1) KNN queries on flat scalar-quantized vector fields (SOLR-18267
<https://github.com/apache/solr/commit/191684a6641f2dfa439810826c152b3c5b34824d>)
==> breaks for the specific case of ScalarQuantizedDenseVectorField` with
knnAlgorithm="flat" since only the reader for
Lucene104ScalarQuantizedVectorsFormat is equipped with the capability to
search raw vectors without an HNSW index. (
https://github.com/apache/solr/blob/branch_10_1/solr/core/src/java/org/apache/solr/schema/ScalarQuantizedDenseVectorField.java#L143
).
[Failed test:
https://github.com/apache/solr/blob/dfda5e1d4821958e60d13aa5ce3a0d4992319ed1/solr/core/src/test/org/apache/solr/schema/ScalarQuantizedDenseVectorFieldTest.java#L203-L226
]

2) Claude also surfaced another test failure for a very specific case of
{!rerank} with vectorSimilarity the "why" behind which I could not fully
grasp even though DoubleValuesSourceRescorer is supported in lucene 10.3.2
as well  [Failed test:
https://github.com/apache/solr/blob/branch_10_1/solr/core/src/test/org/apache/solr/search/function/TestDenseVectorFunctionQuery.java#L187-L204
]

Let's keep RC2 open for votes. In my opinion, for this release, cuvs module
can ship as is without blocking the release, especially since a fix is
coming in December anyway. This is being discussed further on a dedicated
thread.
