As Loren pointed out in the previous comment, it still allows TXT non-127.* results to get through. But look again at comment #23. Vance shows that the queries were for A records of engmail.waterloo.ca. So how, even if the replies to those queries were matched up with the queries of the SURBL, did they continue into processing for the URIRBL?
