I just looked up the debug log statement that is quoted in comment #23 and I see
that it already proves my conjecture, which is the same as Vance's conjecture in
the same comment :). So there is no need to add my debugging test rule, and I
apologize if I jumped in with that when you already knew that the results were
there in comment #23.

What that debug line is saying is that a DNS lookup of samba.org.multi.surbl.org
returned an ip address of 129.97.50.62.

It seems most likely to me that we are seeing an incorrect matchup of results
with their multiple parallel background DNS queries. We could prevent most false
URIBL matches by ignoring the return values that are no of the form 127.0.0.*
but that does not help the more general problem of the DNS query results being
mixed up.

One question we need to answer is if the mixup is happening in DNS.pm or earlier
in Net::DNS itself.
